Central Vista

Central Vista is an administrative core complex. The complex of the capital city of the largest democratic country in the world, India. The metropolis New Delhi had built in the year 1931. And Sir Herbert Baker and Sir Edwin Lutyens designed the city in British India. It comprises the five most significant buildings in the country. In Addition, the central avenue runs from Rashtrapati Bhavan to National Stadium known as Rajpath. Rashtrapathi Bhavan is the House of Indian President on Raisina Hill. The National Stadium does know as Mayor Dhyan Chand National Stadium. And, the complex includes a monument, India Gate – All India War Memorial.

The original Central Vista comprises

There are five original buildings in Central Vista. First, the Viceroy’s house does later known to be a Government house. And now as a Presidential Palace, Rashtrapati Bhavan. Secondly, The Secretariat building consists of two blocks. However, the North block is functioning as the Ministry of Finance. Another, South block is functioning as the Ministry of External Affairs.

The Council House does now called the Parliament House also known as Sansad Bhavan in Hindi. It has located in Sansad Marg crosses the Central Vista which accommodates the two houses of the bicameral parliament of India. Namely, Lok Sabha, the lower house of parliament and Rajya Sabha, the upper house of parliament. The Record Office does now known as The National Archives of India (NAI) functioning under the Ministry of Culture. It operates as a repository for the records of the Government of India for the usage of administrators and scholars. And, the All India War Memorial has located on the ceremonial axis’s eastern edge astride the Rajpath, formerly known as Kingsway.

Inadequate Space for Offices

Post-independence of the Indian sub-continent rises the demand for various new administrative buildings for the independent and new country formed in the year 1947. The demand made the government of India build various new Central Vista buildings along and around central vista avenue. During World War 2 built numerous temporary structures as military barracks across central Vista’s precious land of approximately 90 acres of spread used as Offices for the new government. The government of India governs the country with 51 ministries but all the ministry doesn’t house their office within Central Vista, the major reason behind the condition is inadequate space for all the ministries. Out of 51 ministries of the Indian government, only 22 ministries are housed in Central Vista.

Public Spaces in Central Vista

Sir Edwin Lutyens designed the modern imperial administrative capital around the central ceremonial axis the large wide axis road, boulevard calling it Kingsway now as Rajpath with the public spaces and landscape with huge lawns lined on both sides of the avenue along rows of trees and canals. Rajpath is the most significant road in the country, India. The place where takes place the annual Republic Day parade on January 26th. It suffers from the improper design of landscape and spaces for the huge public crowd in current demand for the situation and being stressed for the public to use this long axis road. The government of India needs to develop and improve the central avenue with wide-ranging facility upgrades for both the public and administration and legislation gatherings.

New Development Project

Council of Architecture (COA), a constitutional body of the government of India to regulates the standard practice of architecture in India set up a competition for the Central Vista Redevelopment project with a certain condition that India Gate be the tallest among all other buildings in the Central Vista complex without modifying the present India Gate monument.

The new Central Vista redevelopment project strengthens the grandeur of the iconic central vista complex with grand new administrative buildings and public spaces while maintaining the heritage of the Indian nation. The new administrative building will be sustainable with modern upgraded facilities of cultural institutions. The architectural character of the heritage building will be protected while it expanded and improved with public spaces along the central vista axis. In addition, revives the grandeur and quality of geometry of the complex by the side enhancing the essential functions of the Indian government.

Components of the Central Vista Project

Various new buildings have been planned to build in the Central Vista project. However, it repurposes the few existing structures. These do consider iconic structures. But, they have inadequate space for the present function of the Indian administration. Moreover, some of the buildings are retained in their present form. In short, these are considered to be in good form. In addition, some buildings are to be demolished and their functioning is to be shifted to the new buildings. Thus, these buildings are to be built within the complex.

Awarding the Contract

Among the six finalist bidders, HCP Design Planning and Management Pvt. Ltd won the competition. Besides, HCP does have led by Bimal Patel of Ahmedabad, Gujarat. Moreover, various individual bidding process does have conducted for different components of the Central Vista project.

Two of the components of the project do have awarded to the contractors as far as May 2021. Firstly, the New Parliament building going to be built-in 6,94,270 square feet. Consequently, TATA projects have awarded the project by the Central Public Works Department (CPWD) in September 2020. The cost of the project does have estimated ₹862 crores. The construction began in January 2021.

Secondly, Central Vista Avenue, a 3km long way does to be redeveloped. Moreover, The development comprises bridges, footpaths, parking lots, greeneries, and benches. Further along with the construction, maintenance for 5 years in the contract. The project does have awarded to the Mumbai-based company Shapoorji Pallonji Group.
